Introduction to the Lighting Villages Program in Tanzania

Tanzania is located in the east of Africa, south of the equator, with a land area of 945,000 square kilometers and a total population of 61.74 million. Tanzania is extremely rich in solar energy resources, but the total power of the whole country is more than 2 million kilowatts, which is less than one-tenth of that of Beijing, and there is a huge demand for electric power construction and electrification equipment. Tanzania is rich in mineral resources, and as of 2014, the main minerals proved include gold, diamond, iron, nickel, phosphate, coal and various kinds of gemstones, etc., the total amount of which ranks fifth in Africa. The country also has huge reserves of natural gas, with proven reserves of 44 trillion cubic feet of natural gas and estimated total reserves of at least 200 trillion cubic feet.
Tanzania’s “Light Up the Countryside” program is a $10 billion project that is a multinational version of the “Home Appliances to the Countryside” program. In addition to cash payments for construction, the program will involve a barter component. Therefore, three consortia will be formed: a “supply consortium”, a “procurement consortium” and a “service consortium” to facilitate the smooth implementation of the bartering part of the project.
The “supply consortium” is mainly for the following enterprises: solar photovoltaic, energy storage, household appliances, lighting, electric bicycles, electric tricycles, electric motorcycles, electric vehicles, agricultural machinery, and agro-processing equipment, etc. The “procurement consortium” will be formed to facilitate the smooth implementation of the barter component.
The “Procurement Consortium” mainly targets the following enterprises: agriculture, forestry, animal husbandry, fishery, mining and other related enterprises.
The “service consortium” mainly targets the following enterprises: logistics, finance, fund, law, finance, inspection and testing, labor dispatch, travel agency, training company, etc. ……
On the basis of helping Tanzanian rural areas to improve solar power generation facilities, the project will promote the sale and export of a large number of photovoltaic solar panels, energy storage batteries, electrical appliances and electric transportation products, and will also encourage a large number of agricultural and mining enterprises to import related products at lower prices and policies.
In principle, only a small number of enterprises in each category will be selected as finalists for PV, energy storage, home appliances and electric transportation, and agricultural and mining enterprises, and they will be settled in RMB by the central SOE platform companies in the form of domestic trade.
Enterprises participating in the “supply consortium”, “procurement consortium” and “service consortium” are required to submit application forms, which will enter into the follow-up process after the Tanzhong Cooperation Committee completes the preliminary examination.
